North Carolina: Sorting IRS Mail From NCDOR Mail
Your IRS notice is a federal matter explained by the federal guides here. The North Carolina Department of Revenue, often called NCDOR, is a separate agency and may contact you on its own. Check any NCDOR letter and its site separately.
Who is who
North Carolina's tax agency is the NC Department of Revenue (ncdor.gov). Its file-and-pay page covers payments and refunds for individuals, among other things.
The IRS is a different organization, with its own forms and notice numbers. This page does not describe North Carolina rules or deadlines.
It also helps to know how the IRS reaches people. The agency says it usually begins by mail and emails or texts only if you opted in. If a letter has a CP or LTR number in the upper right corner, you can search it on IRS.gov, and if it cannot be found there the IRS page suggests calling to check.
Gather before you reply
Whatever else is happening, a clear paper trail helps. For a federal notice you might collect:
Organize the papers by tax year, with the federal notice on top. Make photocopies to send and keep the originals. When mailing, use certified mail or a designated delivery service and save the receipt, since federal law generally treats a timely postmark as timely but puts the risk of a late or unclear postmark on the sender.
- the notice itself, front and back
- a copy of the return it refers to
- the forms or statements that support your numbers
- a note of every date, call or mailing
A couple's example
Two spouses filed jointly and one of them receives a federal notice about a form the other handled. They decide who will gather the documents, set a household deadline well ahead of the date on the notice, and respond to the IRS accordingly.
Any NCDOR letter that shows up goes into a separate folder and gets read on its own terms.
Verify the sender
The IRS advises that unexpected, urgent or threatening contacts are warning signs. Confirm a state letter through ncdor.gov, not through numbers printed in the message itself.
What the tool does
IRS Audit Defense Pro is software that helps you organize your facts and draft a response letter for your federal matter. You review it and send it yourself. It is not a replacement for the instructions from NCDOR.
When to ask for help
If you are unsure whether a state matter exists, ask NCDOR directly. If you are unsure what to do with either agency, speak to a licensed tax professional.
A representative may be useful when two agencies write about the same year, or when you are not sure which letter to answer first. The IRS says you may be represented, and low-cost help is also described on its notice page, including the Taxpayer Advocate Service and Low Income Taxpayer Clinics. Bring your timeline and your folders to any such conversation.
Why a timeline helps
When two agencies write in the same season, memory blurs. Build a short timeline: when you filed, when each letter arrived, and the response date on each. Put the earliest response date at the top of your calendar and work back from it.
Leave extra room for gathering documents. Bank statements, payer forms and prior-year returns can take time to retrieve, and you can request IRS records through your online account. Our guide on tax transcripts explains what they show. Starting early gives you time to read both agencies' instructions without rushing.
If anything on either letter is unclear, write down your question before you call so the conversation stays focused and you leave with an answer you can record.
